As part of the submission process, authors are required to check off their submission's compliance with all of the following items, and submissions may be returned to authors that do not adhere to these guidelines.

  • The submission has not been previously published, nor is it before another journal for consideration (or an explanation has been provided in Comments to the Editor).
  • The submission file is in OpenOffice, Microsoft Word, or RTF document file format.
  • Where available, URLs for the references have been provided.
  • The text is single-spaced; uses a 12-point font; employs italics, rather than underlining (except with URL addresses); and all illustrations, figures, and tables are placed within the text at the appropriate points, rather than at the end.
  • The text adheres to the stylistic and bibliographic requirements outlined in the Author Guidelines.
  1. Authors should submit their manuscripts by email. Please email you manuscript to mariam.kuhenga@tpsc.go.tz. Ensure that your submission adheres to the journal’s formatting guidelines. Include an abstract, keywords, and relevant metadata (such as author affiliations and contact information).
  2. All manuscripts are circulated anonymously to specialist referees for evaluation. Based on the referees’ reports, content, and other deficiencies, the Editor reserves the right to make minor alterations or to reject any manuscript.
  3. Since manuscripts are circulated anonymously for evaluation, the name and affiliation of the author (s) should appear on a separate page. If the manuscript is accepted computer disk with the text, preferably in MS Word or WordPerfect must be sent to the Editor unless the Chief Editor grants special permission for unexceptional instances.
  4. All manuscripts must be accompanied by a covering letter in which the author (s) state (s) that the manuscript has not been submitted or will not be submitted or published or is not being published elsewhere in any form unless rejected by the Editor of the Journal of Public Sector Management.
  5. Copyright of articles published in the journal vests in TPSC and may not be published or reproduced in any form without the prior consent of the Chief Editor.
  6. Infringement of copyright exposes offenders to criminal proceedings that could result in civil actions and/or a fine/Imprisonment and a criminal record. Therefore, authors are advised to acknowledge the origin of content in an article or other contribution obtained from another source.
  7. Opinions expressed in the journal are, however those of the individual authors, and are not necessarily subscribed to by the Chief Editor or the Editorial Board.
  8. Except in special cases where prior permission had been obtained, articles should not exceed 5000 words.
  9. Prospective contributors are specifically requested to ensure that the language and technical aspects of their contributions are of a high standard.
  10. Three identical copies of the manuscript, typed in 1.5 line spacing, 12pt Times New Roman should be submitted. Disk should also be submitted.  Each manuscript should be accompanied by an English abstract of up to 200 words.

In-Text Citations

  • All references to books, articles, and statistical sources should be identified in the text by the author's last name and publication year.
  • The use of the author’s name and year of publication in-text citations is optional but generally not encouraged. When the author’s name is mentioned in the text, cite it as follows: (Mushi, 2020).
  • References in the text should follow the format: (Author, Year). For example: (Mackenzie, 1998).

Reference List Format

  • The list of references should be presented at the end of the paper in alphabetical order by author’s last name. Within each author's entries, list references chronologically by publication year.

Journal Articles

Format:
Author(s) (Year). Title of the article. Name of Journal, Volume Number (Issue Number), Page Range.

  • For dual authorship, list both names. For three or more authors, use "et al." after the first author's name.
  • If citing multiple works by the same author from the same year, distinguish them by adding a letter (a, b) to the publication year (e.g., Sango, 2006a, Sango, 2006b). For instance: (Mjuba, 2017a; Mjuba, 2017b).
  • List multiple references within a single pair of parentheses, separated by semicolons (e.g., (Fert, 2011; Miguel, 2013; Juma et al., 2014; Amiti & Awey, 2007).
